Supporting Government Policy: Building a Digital Education Ecosystem
This collaboration aligns with the National “15th Five-Year Plan” (2026–2030) and its “Education Digitalization Strategy,” to prepare a digital-ready workforce capable of integrating into national development. It aims to nurture digitally skilled talents with international competitiveness and will be coordinated with the first “Hong Kong Five-Year Plan” currently being formulated by the SAR Government. The initiative will introduce international certification standards to assess students’ AI literacy, implementing the blueprint for Hong Kong’s transformation into an international innovation and technology hub.
In the 2025 Policy Address, the Chief Executive announced a $2 billion allocation to support digital education in primary and secondary schools, with a "Digital Education Blueprint" to be published in 2026. This blueprint includes establishing an "AI Literacy" learning framework and integrating AI into the core curriculum. Simultaneously, the Education Bureau (EDB) Circular （EDBCM 221/2025） emphasizes fostering digital education to nurture I&T talent, encouraging schools to utilize innovative technology to enhance teaching and learning through the "e-Learning Ancillary Facilities Programme" (eLAFP) and the " Empowering Learning and Teaching Funding Programme.
