What is ELT-AIR and Why Does It Matter?
While the world is buzzing with new AI tools and apps, a critical question is often left unanswered: Are our teachers being given the right support and training to manage GenAI in the classroom?
To solve this, we looked at the traditional TPACK framework—the global standard for evaluating how teachers combine Technology, Pedagogy, and Content knowledge. Because Generative AI behaves entirely differently than older classroom technologies, traditional metrics are no longer enough.

By making this research open-access globally, Smart Education is helping school principals, policymakers, and fellow researchers worldwide design better teacher-training workshops and build safer, more effective digital classrooms. This research also comes at the right time, as Education Bureau is planning to launch its Digital Education Blueprint for primary and secondary schools. The ELT-AIR instrument provides empirical validation and can be used by schools to better understand their teachers’ AI readiness and prepare ourselves for the blueprint.
